4th Freshers’ meet held at Seppa

ITANAGAR, Sept 3: The 4th Social Fresher’s meet of Govt. College, Seppa was held amid much fanfare with colourful cultural programe showcased by senior students on 30 August last. Attending the freshers’ meet, College Principal Robin Hissang advised the students to have strong determination to achieve any goal, besides holding discipline and punctuality as key to become a successful man.   

The principal stated that early marriage system is emerging in students’ life which becomes hurdle for pursuing further studies.   He called upon the students to widely discourage  early marriage system in the society. Meanwhile Miss Robina Tayem and Mr. Domka Tayem were adjudged as Miss and Mr. Fresher 2013 respectively.

 

Society mourns HGB death

ITANAGAR, Sept 3: The All Tallang Welfare Society (ATWS) expressed deep shock and sorrow at the untimely death of  Norbo Kocho Tallang, Head Goan Bura of Rang Village of East Kameng district  who passed away today morning at  Rang village after prolonged illness.   Born on 4th November, 1932, late Norbo was popular figure in the entire district for his oratory skills, rich oral history and efficient dispute settlement. He was father of first Nyishi Indian Engineering Service (IES) officer Mara Kocho Tallang.  

ATWS Chairman Pee Tallang said, “With death of our fatherly figure ( HGB) the  entire society has lost half of oral history. Pee further added that late Norbo’s death has created vacuum in entire society and his village. ATWS  observed two minute silence as mark of respect to departed soul.

Meanwhile Rang Welfare Society also mourned death of  Norbo Kocho Tallang. Terming death as very unfortunate, the society conveyed its condolence  to the bereaved family at hours of grief.

 

First ever Bagang clan conference held

ITANAGAR, Sept 3: The first ever conference of Bagang clan was organized at Seppa with a three days programme from August 28.

Around 500 clan members from various villages participated in the conference.

Various cultural and sports competitions were also conducted among the villages.

 

NERIST staff defers stir By Staff Reporter

NIRJULI, Sept 3: The NERIST employees who launched a strike today demanding fulfillment of their demands postponed it till December next following intervention of local councillor Tarh Nachung.

The demands included pension benefit, 30% increment to contingency staff, regularization of contractual employees, regular holding of DPC as per new RSS etc.

Nachung as chairman of Nirjuli ward committee along with other members held a threadbare discussion with director Prof Deepankar Pal and registrar R P Bhattacharjee, who sought time to move the HRD ministry for meeting the demands.

Nachung headed team then convinced the NERIST Employees Welfare Association to postpone their strike for creating a peaceful academic atmosphere while allowing time to the director to ensure speedy implementation of their demands.

Nachung also cautioned the work order seekers for spoiling the atmosphere by their undue demands which he said would not be tolerated.

 

KAWA condemns attack on lawyer

ITANAGAR, Sept 3: Karko Ao Welfare Association (KAWA) has condemned in its strongest term the physical assault on advocate Mimar Basar by some miscreants while he was discharging his duty.

Alleging security loophole during the hearing process, KAWA demanded a judicial inquiry into the case and punishment for those culprits involved in the incident.

 

Life skill education camp for girls

TEZU, Sept 3: To promote girls’ education, the Lohit district Department of Education, Tezu conducted Life Skill Education cum Personality Development Camp under Innovative Activities on Girls’ Education for Lekang, Namsai, Chonghkham and Wakro blocks  from August 21 to September 1 last.

Under the life skill activities certain modules were covered such as the first aid, use of bandage and band- aids, exercise, yoga, karate, health and hygiene, prayer and National Anthem, games and sports, moral values etc.

Over 190 girl students and staff attended the camp.

All the participant students and staff expressed their satisfaction over the conduct of various personality development activities.

The participant girl students assured to impart knowledge and skills to the other class mates and school mates. Arunachal to participate in national U-19 football tournament

NAHARLAGUN, Sept 3: Arunachal Pradesh Football Association (APFA) will participate in the national level under-19 football tournament scheduled to be held in Jharkhand.

Emphasizing on the need to catch them young, APFA assistant secretary Kipa Ajay told that “We will be holding trials to select players for the national level tournament on September 5 at the Rajiv Gandhi Stadium in Naharlagun from one pm.

A total of 20 players have been short-listed for the selection trial, who included Pura Byai, Tamuk Taja, Techi Tatra, Dolum Gaker, Pani Kuna, Tadar Kojum, Hage Kemo, Gyamar Kuku, Dungda Pui, Roni Ramching, Kipa Bhai, Loi Kena, Techi Takar (Anyo), Biri Pada, Dari Kadung, Pura Dukung, Tage Kano, Byabang Dole, Duging Yubey (GK), Toko Takar (GK).

 

BJP take a potshot at state Govt on ‘Job Mela’

ITANAGAR, Sept 3:The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has taken a serious view of the just concluded ‘high profile’ Job Mela’ organized by ruling Congress Government in the state without launching and strengthening the state’s livelihood mission and employment bank.

Describing that the ambitious schemes at cost of huge state exchequer to provide employment to one lakh unemployed youths within 12 FYP is an act to befool the public and a political gimmick to divert their attention before the next general election, the party requested the state government to be realistic and practical in their approach and works.

The party, however, urged the state government to ensure the safety, security and proper placement of those candidates, who have been selected under the scheme.

 

Communal harmony fortnight held

ITANAGAR, Sept 3: Communal Harmony Fortnight was observed in GHSS, Namsai with colourful programmes from August 20.

In his inaugural speech, Principal of the school CT Moungkang highlighted the importance of maintaining communal harmony among people irrespective of their caste, creed and religion.

Delivering few words of advises, the school principal asked the children to follow the path of peace and refrain from indulging in any kind of violence.

In the following days teachers, students as well as members of School Welfare Committee spoke on different topics related to communal and linguistic harmony, women empowerment etc. Patriotic songs and cultural progrrames were also performed by the students during the celebration.

The entire programme was coordinated by Sasikuttan Nair, senior teacher of the school.

 

ASWAP conducts Freshers’ Meet cum Educational Tour

ITANAGAR, Sept 3: Arunachal Students’ Welfare Association, Pune (ASWAP), conducted its ‘23rd Freshers’ Meet cum Educational Tour’ at Goa on August 30.

Speaking on the occasion, the ASWAP president dwelt in length about the importance of organizing freshers meet, which fosters unity and brotherhood among the students pursuing their studies outside the home state.

The ASWAP has given its gratitude to Jalley Sonam for his voluntary contribution for the said programme.

Later, Bage Kamsi and Tana Oniya were adjudged Mr and Miss Freshers respectively.

Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) Chairman Jalley Sonam sponsored the programme.

 

Social service

ITANAGAR, Sept 3: The Directorate of Secondary Education, State Project Director SSA and Directorate of Elementary Education along with the Secretariat Education Branch jointly organized a social service in their respective office premises to arrange the almirahs, files and other stuff in a proper way.

The almirahs that were lying here and there in an unorganized way, the old files and other unwanted stuff piled up in the corridors were dampening the spirit of work ethics and there was no congenial working environment in the offices due to the suffocating environment.

The officers, staff and people voluntarily cleaned up the choked up things and re-arranged the offices thus giving a new look to it. The office surroundings were also cleaned up during the day-long social service.

The State Project Director along with the Deputy Secretary physically broomed and swept mopped the floor to show the work ethics to other staff members.

The social Service was actively participated by the staff of the above departments under the guidance of Secretary (Science and Tech)-cum-State Project Director SSA RK Mishra, Deputy Secretary Education SC Debnath, Under Secretary Education Likha Tejji, DDSE Moto Nyori, SO Lomdak.

 

Solung festival celebrated at Changlang

CHANGLANG, Sept 3: Solung festival of the Adi community was celebrated with traditional fervor and enthusiasm at district HQ Changlang yesterday.

Joining the celebration Deputy Commissioner Chanchal Yadav  said basically the gist of all the festival celebrated in Arunachal Pradesh are same, prayed to the deity responsible for good harvest, peace and prosperity of human being and surroundings.

She appreciated Adi community of Changlang and said the festival is an integrated part of human being which gives enlightenment to know the culture and religious aspects of the society.

Superintendent of Police Changlang Vijay Kumar said it is a religious and happy occasion to greet each other and pray for good health for oneself and the society. He advised the Adi community to continue Solung festival celebration to showcase their socio religious festival.

AD Panggam DAO, Chief Patron (SFC) extended his warm greetings and elaborated on the significance of celebration.

Among other, A Apang LRSO gave details on the mythological aspects of the Solung.

Kishori Vikash Shivir at Hayuliang

ITANAGAR, Sept 3: The two days Kishori Vikash Shivir organized by Lohit Zilla Swami Vivekananda Sardh Shati Samaroh Committee under Samvardhini Ayam as part of Swami Vivekananda’s 150th birth anniversary celebration concluded at Amik – Hayuliang today.

The Shivir aimed basically to develop self confidence and build character among the adolescent girls. They were imparted education to make them strong both mentally and physically to cope with the rising incidents of atrocities and evils against the woman in the society.

The occasion was attended by Anjaw ADC RK Borthakur and APO, Hayuliang OP Chobey.

Basui Kri, a member of SVSSS, Hayuliang also highlighted the aims and objective of the camp and made an appeal to all girl child to equip themselves to face and fight the evils of the society.

Abang Chijang briefed on the basics health and hygiene to be maintained by a girl child.

Yoga, games and sports, action songs, storytelling etc were also organized.

About 58 girl students in the age group of 11 to 16 years from various Govt. and private schools participated.

 

Sensitization meeting

ITANAGAR, Sept 3: A meeting to sensitize the people regarding importance of the Trans Arunachal Highway (TAH) was convened by the Leporiang Circle Officer at the Community Hall, Leporiang yesterday.

Addressing the meeting Leporiang   Circle Officer Hage Tarung exhorted the people not to put impediments in execution of the Trans Arunachal Highway (TAH) so as to enable early completion of the project.

The Executive Engineer (PWD) Highway Khoda Gyati dwelt at length on the benefits that would accrue from this mega project. General Manager Sushee Infra Private Limited Pradeep Mehta suggested to organize more such interactive programmes in future to improve the relationship with the local people.

The general public demanded that dumping should be done in certain selected area so that damages to horticultural and agricultural land are minimized.

The meeting was attended among others by Zilla Parishad Member Nabam Tara, Panchayat leaders, Gaon Buras, Project affected people and youth leaders.

 

Freshers’ social meet held

ITANAGAR, Sept 3: The annual fresher’s meet of students of Tawang and West Kameng studying in various colleges of Capital Complex was organised at Siddharta Hall here today.

Speaking on the occasion, Arunachal Pradesh Building & Other Constructions Workers Welfare Board chairman Jalley Sonam, appealed to the students to give topmost priority to their studies and also to respect the elders, teachers and all community members.

Advocate Pritam Sonam, who was also attended, said that dedication, discipline and determinations have been mantra for success which each student should adopt. Pritam announced cash award of Rs 10,000 each to those students securing 60 percent and above marks in first year and third examinations.

Cultural programmes were presented by the students of Don Bosco College and Dera Natung Government College Itanagar on the occasion.

NSUI’s rule crucial in strengthening party organization: Tuki

ITANAGAR, Sept 3: Chief Minister Nabam Tuki stressed upon the importance of National Students’ Union of India (NSUI) in strengthening the Congress party from the grassroots level.

Launching the membership drive for NSUI state unit at Rajiv Gandhi Bhavan today afternoon, Tuki  said it has been always a policy of the Indian National Congress (INC) to include youths, particularly students, in the mainstream politics so that while future leaders of the party are groomed from the beginning, the programmes and policies of the Party are furthered by the students.

Calling upon the NSUI members to take their responsibility towards the society as well as the party seriously, Tuki asserted enrolling members as one of the most important steps to form a strong and active organization. He, however, pointed out that getting enrolled as members is not the end of the road.

“Getting enrolled as members is important but not the end the responsibility. You have to be active and raise issues of importance for the general good and also take the ideologies and policies of the INC to every student and every citizen,” he said.

Tuki also emphasized that the youth brigade of the INC – Youth Congress and NSUI – in the state should be aware of the world, gain knowledge and serve as mouthpiece and messenger of the party.

“Your role is not only limited to party activities but as students you have to create awareness against social ills and facilitate development as envisioned by the government,” the Chief Minister advised, who is credited as the founder president of the state NSUI unit way back in 1983. NSUI State Election Commissioner A Chaurasiya while explaining the eligibility criteria for NSUI membership, informed that only regular students can enroll themselves in the organization and then contest for various posts. The membership drive, which is slated to end by October 8 next, will be followed by an election to chose leaders of the state unit.

The launching ceremony was attended, among others, by APCC Vice President (In-Charge NSUI) Padi Hinda, APCC Vice President Tater Kipa, APCC General Secretary Minkir Lollen, NSUI State President Kirbe Dulom and host of NSUI leaders and members.

 

 

The Silence of decay

Everyone watched in horror as the Delhi Paramedic gang rape case unfolded last year. The unthinkable violence inflicted on the young lady numbed everyone and the country erupted in protest forcing tougher laws against rapists.  

Many had hoped that with tougher laws, situation would change for better. It was not to be. Every day there are reports of rape from every corner of the country.

What is extremely horrifying is that barely eight months later, another rape case has come.

In Mumbai, dubbed the "safest city" in India, a photojournalist was gang raped. Because of intense media coverage, rapists have been arrested and identified. One of them is reported to be a Police informer.

While we read reports of rapes happening elsewhere in India, a shocking case of rape and molestation was to unfold at our own backyard.

No one had any clue while a teacher at Green Valley School, Likabali abused children for three

long years.

After initial shock, there is anger. The school authorities as well as parents were obviously unaware of what was happening and young children had no idea how to deal with the monstrous paedophile.

The trauma these children had undergone will last a lifetime.

It is important for the parents, authorities, society at large to ensure that they are not traumatised yet again when they testify against the offender.  The police and judiciary need to be sensitive to the fact that these are young children, emotionally scared. Parental as well professional counselling of the young ones is very essential.

The case has to be fast tracked and a maximum sentence should be given because it would be too dangerous to let out a paedophile in the guise of a teacher.

While we grapple with what happened, one also is reminded of the fact that this is not the first time, such a heinous act has been carried out in schools in Arunachal, which points to systematic failure on the part of everyone involved.

Many parents, in search of better education send their children to boarding school when they are as young as 5 years old. There are horrifying tales of abuse but these tales rarely go out of our living rooms. At best, parents take out their children from the school but no one wants to talk about it any more.

Saddening but many children are not safe even in their own homes. It invariably is an uncle or an aunt, cousin, a household worker  or a friend's relative who target children and sexually abuse them. The psychological scar remains but then we simply do not have the environment where any one can share these horrifying experiences. We live in a society that is judgemental and have a false sense of honour.

We have to let go of the collective silence and start responding to the issues that we are confronted with.

According to Arunachal Pradesh Police website, 49 rape cases were registered during Sept 2012-Sept 2013. East Siang Police registered 9 cases, followed by Lohit with seven while Upper Subansiri reported six cases. The numbers of cases indeed are alarming.

The National Crimes Record Bureau (figure of 2011) says a woman is raped in India every 20 minutes. Statistics could be much higher as marital rapes and molestations by family members are rarely reported to the police.

No one wants to deal with societal pressure little realising that in the long run, our choice to keep quite is going to eat into the very core of our society and decaying its very soul.

 

Upset ANSU calls Capital bandh

ITANAGAR, Sept 3: Upset with the unresponsive attitude of the state government, the All Nyishi Students’ Union (ANSU) has termed Govt’s policy as anti-common man.

Declaring to enforce its second phase of 36 hours Capital Complex bandh from September 12 next, in a release it said, three months since the lengthy meeting with the chief minister at his office and the demands placed and assured by the state government is still to take shape.

The ANSU concludes that the CM was insincere to the Union and the entire society. The government never really intended to meet those demands. The Union humbly places its unconditional apology to the entire society and the family of the deceased for the long period of eyewash, it said.

It further said, the government even being financially unhealthy goes on appointing umpteen numbers of Chairman and Vice-chairman, thereby, incurring a heavy drain on the already pale economy. Furthermore, the three Members of Parliament, four to five cabinet ministers, not to mention the CM and the Governor, who goes around in escort vehicles with not less than a dozens of security personnel. The ever increasing appointed and uncountable Chairman and Vice-chairman having PSOs have become a fashion statement rather than a reason of security. Under these circumstance, will raising additional armed police personnel benefit the common mass when security is a commodity and the common man is left to fend for himself as police personnel meant to provide security is used up for security of VIPs and VVIPs only.

Criminals committing heinous crimes just adjacent to the police station and not being caught in the very capital complex has become a trend for which the government and the police in the capital complex must answer to all Arunachalee as their safety and security is at stake, which was the reason the union had demanded for an independent Home Minister to deal with the security scenario as policy leading to safety and security requires a full time and fully dedicated Home Minister.

The Union will continue with its agitation and will not be fooled this time until its demands are met with, it further added.

ANSU’s demands include immediate arrest of the culprit involved in the murder of Bomjen Gapak, appointment of an independent Home Minister, CCTV camera installations at all key places and additional police station in the twin capital city of Naharlagun and Itanagar.

 

 

82-yr-old man charred to death

PASIGHAT, Sept 3: In a tragic fire incident an 82-year-old man Taran Paron was burnt to death when fire broke out reducing a wooden building to ashes at Renging village in East Siang district last night.

Tago Paron, son of Lt. Taran Paron informed that the massive fire broke out at 7.30 pm last evening and the building was reduced to ashes immediately within few minutes. Tago along with family members and neighbors could not take out the old man Taran Paron. All household items, including other property were also completely destroyed in the fire, he added.

The victims have been accommodated in a nearby abandoned government quarter.

Education Minister Bosiram Siram along with ZPC Kaling Dai, SP Pushpendra Kumar, ADC Rajesh Panyang and DDMO Ganden Tsomu visited the spot, took stock of the situation and directed the authority concerned to assess the extent of loss. While expressing grief  and sorrow, Siram gave some cash amount to the  fire victims. He appealed the people to make proper installation of electrical connections/wires by trained technicians in houses and to use candle and other inflammable items carefully. He also advised the DDMO to conduct village level awareness campaign on disaster management, especially before every major festival like Solung, Mopin, Etor etc.

ADC Panyang also handed over some cash amount to the victims as immediate relief  from DC’s disaster management fund. He informed that police investigation is on to unearth the actual cause of the fire mishap. DIPRO

 

 

Project launched to increase fruits, vegetable production

PASIGHAT, Sept 3: The College of Horticulture & Forestry (CHF), Pasighat, which is conducting education and research on agriculture and allied sectors, has launched some projects to increase the production of fruits, vegetables and species in the hilly state.

Sources from CHF said that the state has highest rate of food grain production in the region and it made the contingent of the state self sufficient, but nutritional security is still incomplete. In this context, the agriculture scientists feel the necessity to increase production of fruits and vegetables to address the problem of nutritional shortfall.

As per reports from the CHF, citrus is one of the major fruit crops in Arunachal and various citrus species, like Mandarins, Oranges, Limes, Lemons, Graph-Vines besides many other wild species are being cultivated by the rural farmers. Low rate production of citrus fruit in North Eastern region is drawing attention of the agricultural experts, who have suggested a comprehensive policy by the state governments to boost up production of fruits and vegetables in the state.

According to Ministry of Health &Family Welfare data, about 43 percent children of the country are malnourished while 87 percent ladies are living under anemic condition.

Talking to this correspondent, the dean of CHF, Dr AK Pandey informed that the institution is giving much emphasis on production of orange through plantation of “budding” and “stamp”, which is poised up in hi-tech nursery. It also has taken step for imparting knowledge on the vital information among the stakeholders.

Dr Pandey also informed that NE region in general and Arunachal Pradesh in particular, is very suitable for growing fruits, vegetable and spices.

The CHF also launched another project for production of vegetables and species under protected condition, he said.

The CHF running under Central Agriculture University was established in March, 2001. The institution complex covers about 145 acres of fertile plain land on the right bank of mighty Siang river.

 

 

Lack of political will blamed for shortage of teacher in schools

ANINI, Sept 3: There has been a lack of political will for last many years to have adequate teachers for schools where they are needed, notes All Idu Mishmi Students Union (AIMSU) in its letter to Education Commissioner.

This observation comes following the union’s first phase of school visit in Lower Dibang Valley and Dibang Valley districts of Arunachal Pradesh held during the last week of July.

The government secondary school, Koronu is suffering due to absence of a headmaster and non replacement of teachers transferred past few years. The school is presently managed by only 5 junior teachers and 4 assistant teachers.

In a meeting held with Education Commissioner on Monday, the union informed about shortage of qualified teachers in these districts and urged for from prompt action to alleviate the plight of students.

The government high school in Anini, for example, is running short of senior teachers and junior teachers since last three academic sessions. At present this school has only two senior teachers and one junior teacher.

No subject teachers are made available for Geography, Economics, English and Political Science to be taught at higher secondary level.

Besides, the school is also in shortage of junior teachers for all subjects - English, Math, Science and Social Science.

The school teaching faculty is currently managed with teachers recruited under SSA. Though meant to teach at elementary level, these SSA teachers carries additional responsibility of teaching at secondary and higher secondary level also.

Earlier in January 2013, the government of Arunachal appointed fifteen new teachers for Anini high school. However, their salary has been due since last three months. This has been demoralizing for the teachers and the future of education in this remote school hangs uncertain.

The union, therefore, in its meeting with Education Commissioner requested for immediate appointment of senior teacher and junior teacher to Anini high school recruited under PGT/TGT exams held recently.

 

 

Animal fertility camp conducted at Nari

RUKSIN, Sept 3: The department of Animal Husbandry and Veterinary (AHV) of Nari in East Siang district conducted “Animal Fertility Camp” at Namey village under Nari circle recently. Altogether 60 farmers of the area attended the day-long training.

Attending the programme as resources person, Veterinary Officer of Nari Dr J Bam demonstrated ‘artificial insemination’ in cows and buffalos. Informing about the benefit of insurance against their livestock, Dr Bam encouraged the farmers to avail the insurance benefit for protection of their valuable livestock.

It is pertaining to mention that the project for ‘Insemination of domesticated beast’ was launched in the district in 2007 with a view to improve the local cattle and pure-breed by genetic make up. A Liquid Nitrogen Plant (LNP) with a capacity of 300 litres was installed inside the district office at Pasighat for production of required quantity of Nitrogen for preservation of the frozen semen.

The department reportedly achieved artificial insemination (AI) of about 500 cows during 2011 within its operational area at Pasighat, Mebo, Ruksin and Nari circles. The entrusted officials are deputed to perform their tasks in animal fertility by introducing “frozen Semen” free of cost.

There are nine AI centres throughout the district, including one at the Veterinary Training Institute at Pasighat HQ. There is report of more than 187 calves born by artificial insemination in the district. The achievement is claimed to be 50 percent in context of 60 percent National Average.

 

 

213 selected on 2nd day of ARR

AALO, Sept 3:  The on-going army recruitment rally (ARR) at general football ground here continues to receive overwhelming response from local youths with a total of 1250 candidates turning up for the rally on the second day today.

According to a DIPRO report, 213 candidates out of the total 1250 appeared today have qualified the preliminary tests.

Brig. V K Singh said that the recruitment rally is being conducted in open and transparent manner without any influence from outside. He assured that all the selected candidates, who qualify the tests, will be inducted in the Indian Army.

Most of the selected candidates will be absorbed permanently in Arunachal Scouts Battalion and get the opportunity to serve in their own state, he said.

He has also appealed to the civil administration to give counseling to the selected candidates so that they can successfully appear in the written test. According to him, majority of the selected candidates fail the written test.

 

 

Sensitization cum training prog for PRI leaders

BOMDILA, Sept 3: A 2-day sensitization cum training programme was held  here for the 483 PRI members from Gram Panchayat to the Zilla Parishad Chairperson of the district on  September 2 and 3.

Attending the inaugural function, Minister RD, PR  and  Power Tanga Byaling called upon the PRI members to rise above party affiliations and differences in order to truly implement the various schemes at the grass-root level. The first step in this direction would be to make one fully aware of the various duties  and responsibilities by taking full advantage of such sensitization and training programmes, he said.

Dwelling at length on the devolution of power and functions to the Panchayat Raj Institution, Byaling said that new modalities would be worked out soon and taken up in the cabinet after completion of the sensitization cum training programme all over the state in order to facilitate the Panchayat Raj institutions to practically work with and monitor the activities being carried out in the various departments which comes under the 29 subjects already delegated. However, he had reservations that, delegating lots of subjects to the PR Institution might affect its credibility & efficiency.

The Minister expressed his dismay over the way the BPL surveys are being conducted, doctored and influenced leaving the actual needy ones in the cold. Also he drew the attention towards the procurement and distribution of CGI sheets under Indra Awaas Yojana (IAY) which in his consideration was ambiguous. He also had a word of advice for the Block development Officers to imbibe work culture and to work in tandem with the PRI leaders for implementation of the various schemes.

A serious matter which the Minister dwelt upon was the non-payment of salaries to RD staffs since January ’13. He assured to do the needful at the earliest possible and coaxed the staffs not to lose heart but keep on working on a positive note.

On the issue of district headquarters Bomdila reeling under darkness for 13 days in a row due to power failure in the last month, Byaling said that necessary steps have already been initiated but reiterated that the consumers pay their bill in time and in full. Informing that the department is losing revenue to the tune of crores, he directed his officers to prioritize revenue recovery drive all over the district and the state.

Byaling informed the house that various projects would be decentralized and Engineers would be appointed by the department for the same but the projects need to be implemented in letter and spirit and approval has already been accorded for construction of the ZPC office and vehicle for West Kameng and necessary funds would be released very soon, he added.

Responding to 3-points memorandum submitted by ZPC Chawang Lhamu, the Minister assured to take up the construction of the Panchayat Bhawan at Bomdila with CM under SPA and as for the decentralization of procurement of CGI sheets under IAY, he pointed out that the proposal to authorize the Deputy Commissioners and Project Directors (DRDA) for the same could be considered.

Earlier, all the four MLAs of the district R T Khunjuju, T N Thongdok, Phurpa Tsering and Kumsi Sidisow also addressed the gathering and urged the PRI members to actively participate in the 2-day sensitization and training programme and also dwelt on the various initiatives being taken by them to improve the work culture and execution of the various schemes in accordance with the laid down norms.

Secretary Rural Development BR Babu dwelt at length on the roles and responsibilities of the PRI members and called upon them to do justice to the faith and responsibilities reposed on them by the people at the grass root level.

Chief Engineer Power Western Zone J Tato highlighted on the various technicalities and hurdles being faced by the department and sought the co-operation of the Panchayat leaders to be the medium and means for creating awareness amongst the people.

Deputy Commissioner A K Singh dealt at length on the various activities being carried out in the district including the implementation of the Food Security act.

Job Mela – a turning point  in political history of Arunachal Pradesh

The first ever Mega Krishi Expo-2012  and 7th Kishan Mela which was organized jointly  by Department of Agriculture, Horticulture, Fishery  and Animal Husbandry and Veterinary at I. G. Park on 12th,13th & 14th December  2102 had created a strong wave of awareness on services and schemes of their departments wherein hundreds of local farmers and entrepreneurs participated in it. And they had given face to face interaction consecutively for three days with scientists, bankers, farm machinery agencies which helped farmers to know more about scientific information, banking procedures, their districts wise products and actual success in their field. Truly, it was an important event which marked a new era to go ahead in their areas. Simultaneously the announcement made by Chief Minister Nabam Tuki to organize such event every year has also encouraged both farmers and all four departments.

And the next very important event is three days Job Mela held at I G Park, Itanagar on August 30, 31 and Sept 1, 2013 which has marked a turning point in political history of Arunachal Pradesh by creating 8651 job opportunity for school drop out and unemployed youths of this state who have been selected for under-going training in various places of India and in the state on expense of state Government.

The chief Minister Nabam Tuki also told that his government through its nodal department will make necessary monitoring on trainees and Voluntary Training Providers for greater cause of trainees. In fact Chief Minister Nabam Tuki and persons who helped to happen this event deserve appreciation. However, security of trainees should be taken utmost care by Government and VTPs so that first ever mega job mela tag remain ever successful in history of this State, at the same time credentials of VTPs should properly be verified by State Govt before the MoU is being signed between the Govt. and VTPs so that no trainees face  trouble in future. 51st governing body meeting of DRDA Changlang held

CHANGLANG; Sept 3: The 51st governing body meeting of DRDA, Changlang was held here yesterday under the Chairmanship of Marina Kenglang, Chairperson, Changlang Zilla Parishad.

In her address Marina Kenglang stressed on the team spirit and proper coordination between the PRI and Govt officials to see that the  fruits of development percolate down  to the grass root level in democratic set up of governance.   Stressing the need of preparing meaningful schemes, she said the Govt officers should consult with the ZPMs and anchal samity chairpersons of respective area before conceptualizing any plan and scheme. She suggested that gram sabha  meeting be convened much before  the preparation of schemes and proposals. She finally declared the AAP 2013-14 and DRDA Admin budget passed.

Chanchal Yadav. Deputy Commissioner-cum-Chief Executive Officer, DRDA, Changlang, extended hearty wishes to newly elected PRI members. She stated that the fund grants for most of the flagship programmes like MGNREGA, IAY, SGSY are very less in compare to the other states of our country.

She reiterated that fund received should be judiciously used by executing agencies as per guidelines involving PRI leaders who are more experience in mobilizing beneficiaries in their locality. The schemes selection should be result oriented providing income generation and sustainable approach.

Citing APSR she wanted technical hands to project ground reality schemes not simply preparing estimates and timely execution ensuring quality with proper checking to prevent duplicity. She further wants DRDA to render timely report returns, utilization and audit statements including social audit that needs a more awareness generation at rural areas. To increase agriculture economy double cropping pattern should be introduced and identification of beneficiaries should be from dedicated, motivating and committed group of farmers.

The Project Director, DRDA Changlang Hengo Basar, placed audit receipts and expenditure statement of all RD programmes implemented during financial year 2012-2013 and urged the house for its concurrence along with budgetary proposal on DRDA Administration, SPBP for the financial year 2013-2014 amounting  Rs. 163.60 lakhs for DRDA administration and Rs. 113.79 lakhs under SPBP. He informed in detail on various RD programmes implemented during the year, like MGNREGA, Rashtriya Swastha Bima Yojana (RSBY) to avail cashless treatment facilities up to Rs. 30,000 in empanelled hospitals, so far 4682 household enrolled in Changlang district and other schemes.

All the BDOs of seven CD Blocks under DRDA, Changlang placed new proposals on all RD programmes which were resolved at Gram Sabhas and Anchal Samity meetings for final approval and its concurrence before the governing body at ZP level.

After threadbare discussion and interaction the governing body members unanimously resolved the proposal and passed the AAP – 2013-2014 along with DRDA Administration budget estimates and the SPBP proposals placed before them.

Messages continue to pour in to condole death of Niani

ITANAGAR, Sept 3: Messages continue to pour in to condole the death of former minister Niani Natung, who breathed her last on August 30 at Guwahati due to multiple organ failure.

While expressing grief and sorrow over her death, All Nyishi Students’ Union (ANSU) said that Niani has dedicated her life for the upliftment of the status of womenfolk in the state, her own constituency and district. ANSU also recalled the immense contributions of Niani for all round development of the state.

The students union, in message, conveyed heartfelt condolence to the bereaved family and prayed to almighty to rest her departes doul in eternal peace.

“She (Niani) contributed immensely for all round development of her assembly constituency and its people. She put untiring efforts for emancipation of womenfolk of the state while serving the state in various capacities” the XII Pake-Kessang Intellectual Forum said in a condolence message.

“In her premature death, the people of 12th Pakke-Kessang constituency have lost a warm and kind-hearted leader, who always stood for the women empowerment and welfare for her people. The vacuum created in with death will be difficult to fill in.”

The Forum prayed to almighty to give peace to her soul and courage to her family members to accept this unpredictable and unfortunately unavoidable part of the life.  

 The All Pakke Kessang Pijerang – Passo Seijosa Students’ Union (APPDSU) has condoled the demise of former Minister Niani Natung who breathed her last at a hospital in Guwahati on August 31.

In its condolence message it wrote Niani Natung was the first lady minister from Nyishi community after the demise of her husband late Dera Natung.

Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.

 

 

ZPM distributes aid and appliances to persons with disabilities

ZIRO, Sept 3: Bamin Siri, ZPM of Diibo segment, Ziro on Sunday distributed three wheeler chairs, two pairs of crutches and six walking sticks to old and persons with disabilities.

Accompanied by Bamin village ASM Tilling Taro, Siri visited Mudang-Tage, Siibey and Siiro villages to reach to needy people there.

At Mudang Tage village, a wheel chair was handed over to Tage Pupi in presence of its ASM Tadu Yasung.

Now, at least, I can move up to the verandah to enjoy the sunlight without taking help from other family members, said Pupi after receiving the wheel chair. She is suffering from partial paralyze for last three years.

‘Six months back, when I was at Itanagar for treatment, I heard our ZPM is distributing wheel chairs to persons with disabilities. I thought distribution was over. But today I am very happy, he has got me a wheel chair without asking for it,’ she added.

After witnessing the present, Mudang Taki, a relative of recipient said, “A leader should work like him (ZPM Siri) who visits the grieved and needy people and attend the problems personally. One should learn from him. A leader should not remain idle or motionless like a python. A python, you know, do not move for months together until the food, the consumed are fully digested”.

The same day, he went to Siiro village and handed over a wheel chair to a disabled person Budi Kuniya, a gaon bura in present of Ex-ASM Budi Tani.

Later, he moved to Siibey village where he has provided one wheel chair to Dulley Riniya, a physically handicapped person.

A race for water resources

A desperate regional race for water resources that could result in as many as 400 hydroelectric projects in the Himalayan region, is pushing the future of the world's loftiest mountain range to the edge of an environmental precipice, according to a report.

The report says that strapped for power to drive their economies, India, Nepal, Bhutan and Pakistan are battling for a larger share of the Himalayan water resources: together they plan to build 400 hydro dams, which collectively could generate 160,000MW of electricity.

Add to that China's plans for around 160 dams for an even larger amount of power on rivers rising in Tibet including the Mekong and the picture gets really scary. Thus far most Himalayan rivers have been left relatively untouched near their sources; but now the two Asian giants appear to be pulling out all the stops in their rush for more power and faster growth. Cutting through the world's deepest valleys, some of these dams would be among the tallest in the world capable of churning out more than 4,000MW of energy.

Engineers and environmentalists say that little work has been done on the human or ecological impact of the dams, which they fear could increase floods and be vulnerable to earthquakes. The dams have already led to protest movements in Uttarakhand, Himachal Pradesh, Sikkim, Assam and other northern states of India and in Tibet. Governments have allay fears by saying that many of the dams will be "run of the river" constructions which channel water through tunnels to massive turbines. But critics say the damage done can be just as great.

Govt. School cries for its existence

Dear Editor,

Once upon a time in Arunachal, People use to donate land for the purpose of establishment of school. They use to cooperate and help the school staff whenever any kind of problem arises. I still remember the time they use to let the teacher to stay at their home whenever the situation demands.

 But now-a-days, the scenario has changed a lot. No one wants to donate land for such a holy purpose of opening school. Instead a rat race has been started between the people to encroach every peace of land remain in the school.

Here I’m talking about Govt. Hr. Sec. School, Pampoli (Seppa), East Kameng. A war has been started among the public of Pampoli area to erase the very existence of the school.

To stop this war against the illegal occupant of school boundary, The Chairperson SMDC (R.F Rimo) and ASM Jayanti (Niku Rimo) has lodged so many complains to DDSE and The DC Seppa . Despite the repeated complains lodged by them, to my utter surprise no action has been taken from both side so far.

What are they doing?

DDSE Seppa is known for taking actions. But now what happen? It seems that People take strict actions against only the poor and helpless teachers. That’s it! No offence.

I use to come across once in a week in daily papers about the DC Seppa’s coordination meeting and so and so. Is it limited to meeting only? No action.  Again, no offence Sir, we can express our thoughts as per the Rights granted by the constitution of India U/S- 19(1)(a) i.e. freedom of speech and expression.

Therefore, I on behalf of the chairman SMDC and its members I humbly request the head of education department and the head of the district administration that sir please takes some necessary action to stop the encroachment of boundary of the Govt. Hr. Sec. School Pompoli.

And by this taking the opportunity I would like to inform the concern authority of the district that all the Govt. quarters of Pampoli are occupied by the public illegally.

It is high time to stop this menace before they gulp the school into their own use. The very existence of the Govt. Hr. Sec. School Pompoli cries for help. Take action before it’s too late or else you wouldn’t fine any traces of School to take action.

Shortage of subject teachers in Darak Govt Secondary school

Dear Editor,

Through the columns of your esteemed daily I would like to ventilate the poor educational environment at Govt. Sec. School Darak owing to teachers’ shortages which falls under 27lh Liromoba Assembly Constituency, West Siang district. Though this school had celebrated its golden jubilee last year but the school has been in its reverse state in terms of infrastructural development right from teaching staff to laboratories facilities etc. For the last three years the school has been facing acute shortages of subject teachers like Science, English and Mathematics and thus, many saddened parents have shifted their wards in private schools incurring huge expenditure.

One may be surprised to know that these Mathematics, Science and English classes of IXth & Xth Standard are being handling by the subordinate teachers like ATs and of social science background on the request of the local public.

Keeping in view of above situation of the school, we the Panchayat members of Darak circle had apprised the DDSE West Siang of the matter and demanded for the required teachers thereof. However, DDSE Aalo replied with empty statement, “I appreciate your genuine demands but these teacher problems are common everywhere in whole Arunachal and many schools of our district are with the same fate”. Now, whom to be blamed ...? Why our previous teachers had been transferred without any reliever then..?

Here, I would like to suggest the Director School Education, Education Minister and State Govt in particular that a regular and fresh interview be called on priority basis so that maximum teachers could be recruited instead of marginal appointment of 3 to 5 numbers of subject-wise teachers so as to mitigate the teachers problems once for all.

I believe, we can compromise with the household commodities as per our monthly income but it’s hard to live in comprise with the education matter of children for any parents at the cost of teachers shortage in Govt schools. Hence, it’s an open demand to Director, School Education. Itanagar to send Mathematics, Science and English teachers respectively in Govt. Sec. School Darak from the recent recruited J/Ts or from the stagnant teacher available in the school of capital complex and district HQs.

Moreover, in an orientation-cum-training programme imparted to the Panchayat members at Aalo recently it has come to light that as per the RTE Policy any private runs school must exempt 25% admission fees to the weaker section like STs/SCs on a certain criteria as a scholarship. But, the given RTE policy is not being implemented in Arunachal Pradesh properly, whereas, most of Indian states including NE region have fully adopted the RTE rules. Therefore, the education department is earnestly requested to look into the grievances and take needful action for the better education system in the state.

It is not a wise decision

Dear Editor,

It’s not a wise decision by APPSC to disqualify more than 3000 candidates from appearing APPSCCE 2013 on ground of some minor errors.

APPSC should admit it’s inefficiency of not being equipped with provision of online form filling up. As such the Commission cannot rule out the possibility of making errors while filling up the form given the complexity of the pattern unlike other ordinary application forms. The Commission should not ignore the fact that even the highest Board of India, UPSC, allows the candidates to rectify their errors in application form over and again until its error free. So why is APPSC so adamant not to allow the candidates to rectify their errors?

Many will be overaged by next time. Many have prepared seriously and have spent lots of money preparing themselves for the very exam. Why can’t their minor mistakes be forgiven? Are they not qualified? Have they furnished false or malicious information? Why should a minor error be reciprocated with ‘shattered career’. Is APPSC aware of the serious implications its decision would induce into the career of those aspirant candidates?

In fact, it’s an obligation of the educated section of society to convince or reconcile the reluctant candidates for such examinations. Ironically, the case is different here. The candidates are serious but the authority forbids them. Remember, these qualified candidates are not asking for jobs or employment. They are simply begging for a chance to sit for the exam. What great loss could this incur to Commission?

Since the issue is of utmost importance, even our honorable Governor and CM should not hesitate to intervene at the earliest.

We expect prompt and improved service

Dear Editor,

Through the columns of your esteemed daily, I on behalf of the Education and Cultural Development Society (ECDS) Kimin, would like to urge the General Manager, Bharat Sanchar Nigam Limited, Arunachal Pradesh to deliver the customers’ bill on time for payment. It is seen that the most of the BSNL customers have to make their payment against the bills with late fees due to non-delivery of bills by the BSNL authority on time.

The Society further requested the BSNL to improve their service all over the state for the benefit of its customers who are paying service charge regularly.

I on behalf of the Society also urge BSNL General Manager to approach the Union telecom ministry for bringing more mobile towers in state under universal satellite organization(USO) schemes to cover up interior areas of the state.
