4th Freshers’ meet held at Seppa
ITANAGAR, Sept 3: The 4th Social Fresher’s meet of Govt. College, Seppa was held amid much fanfare with colourful cultural programe showcased by senior students on 30 August last. Attending the freshers’ meet, College Principal Robin Hissang advised the students to have strong determination to achieve any goal, besides holding discipline and punctuality as key to become a successful man.
The principal stated that early marriage system is emerging in students’ life which becomes hurdle for pursuing further studies. Society mourns HGB death
ITANAGAR, Sept 3: The All Tallang Welfare Society (ATWS) expressed deep shock and sorrow at the untimely death of Norbo Kocho Tallang, Head Goan Bura of Rang Village of East Kameng district who passed away today morning at Rang village after prolonged illness. Born on 4th November, 1932, late Norbo was popular figure in the entire district for his oratory skills, rich oral history and efficient dispute settlement. He was father of first Nyishi Indian Engineering Service (IES) officer Mara Kocho Tallang.
ATWS Chairman Pee Tallang said, “With death of our fatherly figure ( HGB) the entire society has lost half of oral history. Pee further added that late Norbo’s death has created vacuum in entire society and his village. ATWS observed two minute silence as mark of respect to departed soul.
Meanwhile Rang Welfare Society also mourned death of Norbo Kocho Tallang. Terming death as very unfortunate, the society conveyed its condolence to the bereaved family at hours of grief.
First ever Bagang clan conference held
ITANAGAR, Sept 3: The first ever conference of Bagang clan was organized at Seppa with a three days programme from August 28.
Around 500 clan members from various villages participated in the conference.

NERIST staff defers stir By Staff Reporter
NIRJULI, Sept 3: The NERIST employees who launched a strike today demanding fulfillment of their demands postponed it till December next following intervention of local councillor Tarh Nachung.
The demands included pension benefit, 30% increment to contingency staff, regularization of contractual employees, regular holding of DPC as per new RSS etc.
Nachung as chairman of Nirjuli ward committee along with other members held a threadbare discussion with director Prof Deepankar Pal and registrar R P Bhattacharjee, who sought time to move the HRD ministry for meeting the demands.
Nachung headed team then convinced the NERIST Employees Welfare Association to postpone their strike for creating a peaceful academic atmosphere while allowing time to the director to ensure speedy implementation of their demands.
Nachung also cautioned the work order seekers for spoiling the atmosphere by their undue demands which he said would not be tolerated.
KAWA condemns attack on lawyer
ITANAGAR, Sept 3: Karko Ao Welfare Association (KAWA) has condemned in its strongest term the physical assault on advocate Mimar Basar by some miscreants while he was discharging his duty.

ITANAGAR, Sept 3:The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has taken a serious view of the just concluded ‘high profile’ Job Mela’ organized by ruling Congress Government in the state without launching and strengthening the state’s livelihood mission and employment bank.
Describing that the ambitious schemes at cost of huge state exchequer to provide employment to one lakh unemployed youths within 12 FYP is an act to befool the public and a political gimmick to divert their attention before the next general election, the party requested the state government to be realistic and practical in their approach and works.
The party, however, urged the state government to ensure the safety, security and proper placement of those candidates, who have been selected under the scheme.
Communal harmony fortnight held
ITANAGAR, Sept 3: Communal Harmony Fortnight was observed in GHSS, Namsai with colourful programmes from August 20.

Kishori Vikash Shivir at Hayuliang
ITANAGAR, Sept 3: The two days Kishori Vikash Shivir organized by Lohit Zilla Swami Vivekananda Sardh Shati Samaroh Committee under Samvardhini Ayam as part of Swami Vivekananda’s 150th birth anniversary celebration concluded at Amik – Hayuliang today.
The Shivir aimed basically to develop self confidence and build character among the adolescent girls. They were imparted education to make them strong both mentally and physically to cope with the rising incidents of atrocities and evils against the woman in the society.

NSUI’s rule crucial in strengthening party organization: Tuki
ITANAGAR, Sept 3: Chief Minister Nabam Tuki stressed upon the importance of National Students’ Union of India (NSUI) in strengthening the Congress party from the grassroots level.
Launching the membership drive for NSUI state unit at Rajiv Gandhi Bhavan today afternoon, Tuki said it has been always a policy of the Indian National Congress (INC) to include youths, particularly students, in the mainstream politics so that while future leaders of the party are groomed from the beginning, the programmes and policies of the Party are furthered by the students.
Calling upon the NSUI members to take their responsibility towards the society as well as the party seriously, Tuki asserted enrolling members as one of the most important steps to form a strong and active organization. He, however, pointed out that getting enrolled as members is not the end of the road.
“Getting enrolled as members is important but not the end the responsibility. You have to be active and raise issues of importance for the general good and also take the ideologies and policies of the INC to every student and every citizen,” he said.
Tuki also emphasized that the youth brigade of the INC – Youth Congress and NSUI – in the state should be aware of the world, gain knowledge and serve as mouthpiece and messenger of the party.
“Your role is not only limited to party activities but as students you have to create awareness against social ills and facilitate development as envisioned by the government,” the Chief Minister advised, who is credited as the founder president of the state NSUI unit way back in 1983. NSUI State Election Commissioner A Chaurasiya while explaining the eligibility criteria for NSUI membership, informed that only regular students can enroll themselves in the organization and then contest for various posts. The membership drive, which is slated to end by October 8 next, will be followed by an election to chose leaders of the state unit.

Everyone watched in horror as the Delhi Paramedic gang rape case unfolded last year. The unthinkable violence inflicted on the young lady numbed everyone and the country erupted in protest forcing tougher laws against rapists.
Many had hoped that with tougher laws, situation would change for better. It was not to be. Every day there are reports of rape from every corner of the country.
What is extremely horrifying is that barely eight months later, another rape case has come.
In Mumbai, dubbed the "safest city" in India, a photojournalist was gang raped. Because of intense media coverage, rapists have been arrested and identified. One of them is reported to be a Police informer.
While we read reports of rapes happening elsewhere in India, a shocking case of rape and molestation was to unfold at our own backyard.
No one had any clue while a teacher at Green Valley School, Likabali abused children for three
long years.
After initial shock, there is anger. The school authorities as well as parents were obviously unaware of what was happening and young children had no idea how to deal with the monstrous paedophile.
The trauma these children had undergone will last a lifetime.
It is important for the parents, authorities, society at large to ensure that they are not traumatised yet again when they testify against the offender. The police and judiciary need to be sensitive to the fact that these are young children, emotionally scared. Parental as well professional counselling of the young ones is very essential.
The case has to be fast tracked and a maximum sentence should be given because it would be too dangerous to let out a paedophile in the guise of a teacher.
While we grapple with what happened, one also is reminded of the fact that this is not the first time, such a heinous act has been carried out in schools in Arunachal, which points to systematic failure on the part of everyone involved.
Many parents, in search of better education send their children to boarding school when they are as young as 5 years old. There are horrifying tales of abuse but these tales rarely go out of our living rooms. At best, parents take out their children from the school but no one wants to talk about it any more.
Saddening but many children are not safe even in their own homes. It invariably is an uncle or an aunt, cousin, a household worker or a friend's relative who target children and sexually abuse them. The psychological scar remains but then we simply do not have the environment where any one can share these horrifying experiences. We live in a society that is judgemental and have a false sense of honour.
We have to let go of the collective silence and start responding to the issues that we are confronted with.

PASIGHAT, Sept 3: In a tragic fire incident an 82-
Tago Paron, son of Lt. Taran Paron informed that the massive fire broke out at 7.30 pm last evening and the building was reduced to ashes immediately within few minutes. Tago along with family members and neighbors could not take out the old man Taran Paron. All household items, including other property were also completely destroyed in the fire, he added.
The victims have been accommodated in a nearby abandoned government quarter.
Education Minister Bosiram Siram along with ZPC Kaling Dai, SP Pushpendra Kumar, ADC Rajesh Panyang and DDMO Ganden Tsomu visited the spot, took stock of the situation and directed the authority concerned to assess the extent of loss. While expressing grief and sorrow, Siram gave some cash amount to the fire victims. He appealed the people to make proper installation of electrical connections/wires by trained technicians in houses and to use candle and other inflammable items carefully. He also advised the DDMO to conduct village level awareness campaign on disaster management, especially before every major festival like Solung, Mopin, Etor etc.

Project launched to increase fruits, vegetable production

PASIGHAT, Sept 3: The College of Horticulture & Forestry (CHF), Pasighat, which is conducting education and research on agriculture and allied sectors, has launched some projects to increase the production of fruits, vegetables and species in the hilly state.
Sources from CHF said that the state has highest rate of food grain production in the region and it made the contingent of the state self sufficient, but nutritional security is still incomplete. In this context, the agriculture scientists feel the necessity to increase production of fruits and vegetables to address the problem of nutritional shortfall.

Lack of political will blamed for shortage of teacher in schools

ANINI, Sept 3: There has been a lack of political will for last many years to have adequate teachers for schools where they are needed, notes All Idu Mishmi Students Union (AIMSU) in its letter to Education Commissioner.
This observation comes following the union’s first phase of school visit in Lower Dibang Valley and Dibang Valley districts of Arunachal Pradesh held during the last week of July.
The government secondary school, Koronu is suffering due to absence of a headmaster and non replacement of teachers transferred past few years. The school is presently managed by only 5 junior teachers and 4 assistant teachers.
In a meeting held with Education Commissioner on Monday, the union informed about shortage of qualified teachers in these districts and urged for from prompt action to alleviate the plight of students.
The government high school in Anini, for example, is running short of senior teachers and junior teachers since last three academic sessions. At present this school has only two senior teachers and one junior teacher.
No subject teachers are made available for Geography, Economics, English and Political Science to be taught at higher secondary level.
Besides, the school is also in shortage of junior teachers for all subjects -
The school teaching faculty is currently managed with teachers recruited under SSA. Though meant to teach at elementary level, these SSA teachers carries additional responsibility of teaching at secondary and higher secondary level also.
Earlier in January 2013, the government of Arunachal appointed fifteen new teachers for Anini high school. However, their salary has been due since last three months. This has been demoralizing for the teachers and the future of education in this remote school hangs uncertain.
The union, therefore, in its meeting with Education Commissioner requested for immediate appointment of senior teacher and junior teacher to Anini high school recruited under PGT/TGT exams held recently.

51st governing body meeting of DRDA Changlang held
CHANGLANG; Sept 3: The 51st governing body meeting of DRDA, Changlang was held here yesterday under the Chairmanship of Marina Kenglang, Chairperson, Changlang Zilla Parishad.
In her address Marina Kenglang stressed on the team spirit and proper coordination
between the PRI and Govt officials to see that the fruits of development percolate
down to the grass root level in democratic set up of governance. Stressing the
need of preparing meaningful schemes, she said the Govt officers should consult with
the ZPMs and anchal samity chairpersons of respective area before conceptualizing
any plan and scheme. She suggested that gram sabha meeting be convened much before
the preparation of schemes and proposals. She finally declared the AAP 2013-

She reiterated that fund received should be judiciously used by executing agencies as per guidelines involving PRI leaders who are more experience in mobilizing beneficiaries in their locality. The schemes selection should be result oriented providing income generation and sustainable approach.
Citing APSR she wanted technical hands to project ground reality schemes not simply preparing estimates and timely execution ensuring quality with proper checking to prevent duplicity. She further wants DRDA to render timely report returns, utilization and audit statements including social audit that needs a more awareness generation at rural areas. To increase agriculture economy double cropping pattern should be introduced and identification of beneficiaries should be from dedicated, motivating and committed group of farmers.

All the BDOs of seven CD Blocks under DRDA, Changlang placed new proposals on all RD programmes which were resolved at Gram Sabhas and Anchal Samity meetings for final approval and its concurrence before the governing body at ZP level.

resolved the proposal and passed the AAP – 2013-

Messages continue to pour in to condole death of Niani
ITANAGAR, Sept 3: Messages continue to pour in to condole the death of former minister Niani Natung, who breathed her last on August 30 at Guwahati due to multiple organ failure.
While expressing grief and sorrow over her death, All Nyishi Students’ Union (ANSU) said that Niani has dedicated her life for the upliftment of the status of womenfolk in the state, her own constituency and district. ANSU also recalled the immense contributions of Niani for all round development of the state.
The students union, in message, conveyed heartfelt condolence to the bereaved family and prayed to almighty to rest her departes doul in eternal peace.

The All Pakke Kessang Pijerang – Passo Seijosa Students’ Union (APPDSU) has condoled the demise of former Minister Niani Natung who breathed her last at a hospital in Guwahati on August 31.
In its condolence message it wrote Niani Natung was the first lady minister from Nyishi community after the demise of her husband late Dera Natung.
Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.
ZPM distributes aid and appliances to persons with disabilities
ZIRO, Sept 3: Bamin Siri, ZPM of Diibo segment, Ziro on Sunday distributed three wheeler chairs, two pairs of crutches and six walking sticks to old and persons with disabilities.
Accompanied by Bamin village ASM Tilling Taro, Siri visited Mudang-
At Mudang Tage village, a wheel chair was handed over to Tage Pupi in presence of its ASM Tadu Yasung.
Now, at least, I can move up to the verandah to enjoy the sunlight without taking help from other family members, said Pupi after receiving the wheel chair. She is suffering from partial paralyze for last three years.
‘Six months back, when I was at Itanagar for treatment, I heard our ZPM is distributing wheel chairs to persons with disabilities. I thought distribution was over. But today I am very happy, he has got me a wheel chair without asking for it,’ she added.
After witnessing the present, Mudang Taki, a relative of recipient said, “A leader should work like him (ZPM Siri) who visits the grieved and needy people and attend the problems personally. One should learn from him. A leader should not remain idle or motionless like a python. A python, you know, do not move for months together until the food, the consumed are fully digested”.

A race for water resources
A desperate regional race for water resources that could result in as many as 400 hydroelectric projects in the Himalayan region, is pushing the future of the world's loftiest mountain range to the edge of an environmental precipice, according to a report.
The report says that strapped for power to drive their economies, India, Nepal, Bhutan and Pakistan are battling for a larger share of the Himalayan water resources: together they plan to build 400 hydro dams, which collectively could generate 160,000MW of electricity.
Add to that China's plans for around 160 dams for an even larger amount of power on rivers rising in Tibet including the Mekong and the picture gets really scary. Thus far most Himalayan rivers have been left relatively untouched near their sources; but now the two Asian giants appear to be pulling out all the stops in their rush for more power and faster growth. Cutting through the world's deepest valleys, some of these dams would be among the tallest in the world capable of churning out more than 4,000MW of energy.
Engineers and environmentalists say that little work has been done on the human or ecological impact of the dams, which they fear could increase floods and be vulnerable to earthquakes. The dams have already led to protest movements in Uttarakhand, Himachal Pradesh, Sikkim, Assam and other northern states of India and in Tibet. Governments have allay fears by saying that many of the dams will be "run of the river" constructions which channel water through tunnels to massive turbines. But critics say the damage done can be just as great.

Govt. School cries for its existence
Dear Editor,
Once upon a time in Arunachal, People use to donate land for the purpose of establishment of school. They use to cooperate and help the school staff whenever any kind of problem arises. I still remember the time they use to let the teacher to stay at their home whenever the situation demands.
But now-
Here I’m talking about Govt. Hr. Sec. School, Pampoli (Seppa), East Kameng. A war has been started among the public of Pampoli area to erase the very existence of the school.
To stop this war against the illegal occupant of school boundary, The Chairperson SMDC (R.F Rimo) and ASM Jayanti (Niku Rimo) has lodged so many complains to DDSE and The DC Seppa . Despite the repeated complains lodged by them, to my utter surprise no action has been taken from both side so far.
What are they doing?
DDSE Seppa is known for taking actions. But now what happen? It seems that People take strict actions against only the poor and helpless teachers. That’s it! No offence.
I use to come across once in a week in daily papers about the DC Seppa’s coordination
meeting and so and so. Is it limited to meeting only? No action. Again, no offence
Sir, we can express our thoughts as per the Rights granted by the constitution of

Therefore, I on behalf of the chairman SMDC and its members I humbly request the head of education department and the head of the district administration that sir please takes some necessary action to stop the encroachment of boundary of the Govt. Hr. Sec. School Pompoli.
And by this taking the opportunity I would like to inform the concern authority of the district that all the Govt. quarters of Pampoli are occupied by the public illegally.
It is high time to stop this menace before they gulp the school into their own use. The very existence of the Govt. Hr. Sec. School Pompoli cries for help. Take action before it’s too late or else you wouldn’t fine any traces of School to take action.

Shortage of subject teachers in Darak Govt Secondary school
Dear Editor,
Through the columns of your esteemed daily I would like to ventilate the poor educational environment at Govt. Sec. School Darak owing to teachers’ shortages which falls under 27lh Liromoba Assembly Constituency, West Siang district. Though this school had celebrated its golden jubilee last year but the school has been in its reverse state in terms of infrastructural development right from teaching staff to laboratories facilities etc. For the last three years the school has been facing acute shortages of subject teachers like Science, English and Mathematics and thus, many saddened parents have shifted their wards in private schools incurring huge expenditure.
One may be surprised to know that these Mathematics, Science and English classes of IXth & Xth Standard are being handling by the subordinate teachers like ATs and of social science background on the request of the local public.
Keeping in view of above situation of the school, we the Panchayat members of Darak circle had apprised the DDSE West Siang of the matter and demanded for the required teachers thereof. However, DDSE Aalo replied with empty statement, “I appreciate your genuine demands but these teacher problems are common everywhere in whole Arunachal and many schools of our district are with the same fate”. Now, whom to be blamed ...? Why our previous teachers had been transferred without any reliever then..?
Here, I would like to suggest the Director School Education, Education Minister and
State Govt in particular that a regular and fresh interview be called on priority
basis so that maximum teachers could be recruited instead of marginal appointment
of 3 to 5 numbers of subject-
I believe, we can compromise with the household commodities as per our monthly income but it’s hard to live in comprise with the education matter of children for any parents at the cost of teachers shortage in Govt schools. Hence, it’s an open demand to Director, School Education. Itanagar to send Mathematics, Science and English teachers respectively in Govt. Sec. School Darak from the recent recruited J/Ts or from the stagnant teacher available in the school of capital complex and district HQs.

It is not a wise decision
Dear Editor,
It’s not a wise decision by APPSC to disqualify more than 3000 candidates from appearing APPSCCE 2013 on ground of some minor errors.
APPSC should admit it’s inefficiency of not being equipped with provision of online form filling up. As such the Commission cannot rule out the possibility of making errors while filling up the form given the complexity of the pattern unlike other ordinary application forms. The Commission should not ignore the fact that even the highest Board of India, UPSC, allows the candidates to rectify their errors in application form over and again until its error free. So why is APPSC so adamant not to allow the candidates to rectify their errors?
Many will be overaged by next time. Many have prepared seriously and have spent lots of money preparing themselves for the very exam. Why can’t their minor mistakes be forgiven? Are they not qualified? Have they furnished false or malicious information? Why should a minor error be reciprocated with ‘shattered career’. Is APPSC aware of the serious implications its decision would induce into the career of those aspirant candidates?
In fact, it’s an obligation of the educated section of society to convince or reconcile the reluctant candidates for such examinations. Ironically, the case is different here. The candidates are serious but the authority forbids them. Remember, these qualified candidates are not asking for jobs or employment. They are simply begging for a chance to sit for the exam. What great loss could this incur to Commission?
Since the issue is of utmost importance, even our honorable Governor and CM should not hesitate to intervene at the earliest.

The Society further requested the BSNL to improve their service all over the state for the benefit of its customers who are paying service charge regularly.
I on behalf of the Society also urge BSNL General Manager to approach the Union telecom ministry for bringing more mobile towers in state under universal satellite organization(USO) schemes to cover up interior areas of the state.
